GTA VCS 100% Walkthrough: Phil's Shooting Range
After the second mission, Cleaning House, you unlock the sidemission, Phil's Shooting Range. Cycle through all guns by surpassing the Target Score. The reward is discount for Ammu-Nation, which is not useful, if you pop all 99 balloons.
