Eevee will eventually also become catchable in Wild Zone 19, in the late-game. However, you can catch an Eevee as early as main mission 5 once you're able to free roam Lumiose city for the first time! And to evolve Eevee: You can buy most of the evolution stones at the Stone Emporium, or find them on the ground throughout the city. For the friendship evolutions (Sylveon, Espeon, Umbreon) you can easily go to any café around the city, and just buy a few coffees to give it the necessary friendship needed to evolve. Quick note: Sylveon also requires Eevee to know a fairy type move before evolving, whereas Espeon needs to evolve during the day, and Umbreon at night!
