All of them went missing, leading to the joint chiefs of staff giving Big Boss his next mission, preparing the area for a chopper-borne marine air-ground task force seizure, the final goal being an actual on-site survey of the area. One can presume the prisoners in this level are pentagon agents as a result. Definitely an interesting level, since you'll deal with the longest sight range in the game. Daytime with cautious enemies means very, very long distance visibility. I also did my best to show off CQC in as varied form as possible this time since the eternal caution phase essentially meant there wasn't a comparable penalty to other levels for doing so. Definitely a nice closure to Camp Omega, even if chronologically it's rebuilt 2 months later in time for the Ground Zeroes operation.... On a one by one scale...
