#IAS #UPSC #Government भारतीय संविधान का भाग I "संघ और उसके क्षेत्र" से संबंधित है, जिसमें अनुच्छेद \(1\) से \(4\) तक शामिल हैं। यह भारत की पहचान को "राज्यों के संघ" के रूप में परिभाषित करता है, जिसमें भारत का नाम, इसके क्षेत्र और नए राज्यों के प्रवेश, स्थापना या गठन के प्रावधान शामिल हैं। इसके अतिरिक्त, यह अनुच्छेद संसद को मौजूदा राज्यों की सीमाओं, क्षेत्रों और नामों को बदलने की शक्ति भी देता है। अनुच्छेद \(1\): भारत का नाम और संघ का क्षेत्र। यह बताता है कि "इंडिया, जो कि भारत है, राज्यों का एक संघ होगा"।अनुच्छेद \(2\): नए राज्यों का प्रवेश या स्थापना। संसद नए राज्यों को संघ में शामिल कर सकती है।अनुच्छेद \(3\): नए राज्यों का गठन और मौजूदा राज्यों के क्षेत्र, सीमाओं या नामों में परिवर्तन। संसद किसी भी मौजूदा राज्य से क्षेत्र को अलग करके, दो या दो से अधिक राज्यों को मिलाकर, या किसी राज्य के क्षेत्र को बढ़ाकर नए राज्य बना सकती है।अनुच्छेद \(4\): अनुच्छेद \(2\) और \(3\) के तहत बनाए गए कानून प्रथम और चतुर्थ अनुसूचियों में संशोधन के लिए और पूरक, आकस्मिक और परिणामी मामलों के लिए प्रावधान करेंगे। Part I of the Indian Constitution is titled "The Union and its Territory" and covers Articles 1 to 4. These articles lay the foundation for India's identity as a sovereign, unified nation and grant the Parliament the power to manage the country's territorial composition. Overview of Articles in Part I Article Provision Article 1 Declares that "India, that is Bharat, shall be a Union of States" and defines its territory, which comprises the territories of the States, Union Territories, and any other acquired territories. The term "Union of States" signifies that states do not have the right to secede from the Union, emphasizing national integrity. Article 2 Empowers the Parliament to admit or establish new states into the Union on terms and conditions it sees fit (e.g., the integration of Sikkim). Article 3 Authorizes the Parliament to form new states and alter the areas, boundaries, or names of existing states (e.g., the formation of Telangana, Jharkhand, Chhattisgarh). A bill for this purpose requires a prior recommendation from the President, who must refer it to the concerned state legislature for its views, though these views are not binding. Article 4 States that laws made under Article 2 and Article 3 to effect territorial changes will also provide for the necessary amendments to the First Schedule (lists the states and their territories) and the Fourth Schedule (allocates seats in the Rajya Sabha), and that such laws are not considered a constitutional amendment for the purposes of Article 368.
