We're back as Batman. But we're no longer on Arkham Island. We're back in Gotham. But things have gone bad here. Both Blackgate Prison and Arkham Asylum have been shut down and the inmates have been moved into a section of Gotham known now as Arkham City. This new city is being run bu Hugo Strange. What is he planning? and what do the other Gotham villians have to do with it? We must shut down this crime city and put a stop to Strange's plans. We've made it into the Iceberg Lounge, at least the museum portion of it. We're searching for the Penguin here. But what does he have planned? Why are the cops spying on him?
