This dragon sucks. Here is How to Easily Beat VIPER in The First Berserker Khazan. I highly recommend doing a couple attempts of justice blocking as the attack timing is a little bit different for this boss fight. I found the spear to be the best weapon in this fight since you have a bit of extra range and you can create a shadow clone of yourself to deal a bit of extra damage. This game is all about conserving your stamina. So if you're able to keep it above 50% you'll be in a good position anytime that he comes at you with a multitude of attacks.
