The reason for this issue is that most times when you open a new sequence in premiere, premiere often leaves the Visual track disabled. you will need to enable the Visual layers to be able to drag video clips in premiere pro. the same thing with the audio track, all you need to do is to enable the audio track layer. The solution is easy. all you need do is to PATCH: Click the V1 & A1 source Patchers. To do this, Look down at the Track Header at the left of the Timeline. Make sure the V1 and A1 Source Patchers (blue boxes) are Enabled to activate the track you intend to drag video clip to. All 4 blue boxes should be enabled.
